PERSONNEL ADMINSTRATION OF THE ADMINSTRTORS OF THE PHRAPARIYATTIDHAMMA SCHOOLS UNDER THE GENERAL EDUCATION DEPARTMENT IN ACCORDANCE WITH BRAHMAVIHARA 4 UNDER THE OFFICE OF NATIONAT BUDDHISM KHON KAEN PROVINCE

Abstract

The aims of this research were: 1) to study the personnel administration of the General Education Phrapariyatti-dhamma schools according to the four Brahmavihara (brahmavihāra, the sublime states of mind) principles under KhonKaen National Office of Buddhism; 2) to compare opinions on personnel administration of the General Education Phrapariyatti-dhamma schools according to the four Brahmavihara principles under KhonKaen National Office of Buddhism, classified by the samples’ position and educational levels; 3) to propose guidelines for the promotion of personnel administration of the General Education Phrapariyatti-dhamma schools according to the four Brahmavihara principles under KhonKaen National Office of Buddhism. This research used the mixed methodology research model. For quantitative research, the sample size (136) was determined by using the formula of Krejcie& Morgan method. The target groups were the school directors and teachers in the General Education Phrapariyatti-dhamma schools. Classified by their positions and duties, six of those including three school directors and three teachers were selected by purposive sampling, The results of quantitative data analysis was then synthesized by qualitative data.

      The results of this research were as follows:

      1) The school administrators and teachers had opinions about the personnel administration of the General Education Phrapariyatti-dhamma schools according to the four Brahmavihara principles under KhonKaen National Office of Buddhism in overall, a  the high level of practice (x̄ = 4.02) and classified by each studied aspect, it is found that the aspect with the highest level of practice is the recruitment of personnel (x̄ = 4.09), followed by the human resource development (x̄ = 4.02) and the manpower planning (x̄ = 4.01) and the termination of work (x̄ = 4.00) respectively. The aspect that had the lowest mean was the personnel maintenance with a high level of practice (x̄ = 3.99).

      2) The comparison of opinions of the personnel administration of the General Education Phrapariyatti-dhamma schools according to the four Brahmavihara principles under KhonKaen National Office of Buddhism, found that by classified by the samples’ positions, in general, the practice is not significantly different at .05. When considered in each aspect, manpower planning had statistically significant difference of practice at .05; the score of practice of the administrators was higher than that of teachers. As for recruitment, personnel development, maintenance and dismissal, there was no statistically significant difference in practice. Classified by educational level by overview, the administrators and teachers had no significant differences in practice at .05. When considered in each aspect, manpower planning, recruitment, personnel development, maintenance and dismissal, there was no statistically significant difference in practice.

      3) The guidelines for the promotion of personnel administration of the General Education Phrapariyatti-dhamma schools according to the four Brahmavihara principles under KhonKaen National Office of Buddhism is as follows:

Manpower planning must rely on each other, being kind and being aware of a mutual value of one another. The manpower planning suitable to the personnel’s ability and skills results in happiness and peace of mind.

Personnel recruitment:  choosing the personnel characteristics that match the job and selecting the best personnel in successful operations should be made.

In personnel development, people should be used in accordance with the needs of the General Education Phrapariyatti-dhamma schools. The stakeholders should encourage individuals to develop oneself, provide welfare in various areas as appropriate and organize meeting, clarification of information and give personnel an opportunity to further their studies.
