The Development of Activities for Promotion the 21st Century Learning Skills of Students under the Office of Loei Primary Education Area 2 by Local Wisdom in Loei Province

Abstract
The objectives of this research were to : 1) study the current situation, problems and needs of activities for promoting the 21st century learning skills of the students from Opportunity expansion schools under the office of Loei primary education area 2 using local wisdom in Loei province, 2) to develop activities to promote the 21st century learning skills of the students from Opportunity expansion schools under the office of Loei primary education area 2 using local wisdom in Loei province,3) to try out using the activities for promoting the 21st century learning skills of the students from Opportunity expansion schools under the office of Loei primary education area 2 using Local wisdom in Loei province, and 4) to evaluate the use of the activities for promoting the 21st century learning skills of the students from Opportunity expansion schools under the office of Loei primary education area 2 using local wisdom in Loei Province. This mixed-method research applied both qualitative and quantitative research methodology together. The population were 4,520 students from Opportunity expansion schools under the office of Loei primary education area 2 and the samples were 360 students who were selected by using Krejcie and Morgan table. Qualitative research methodology comprised administrators, teachers and committee of office of Loei primary education including other networking group in relations which were totally 50 informants who were representatives from the office of Loei primary education area, representatives of Loei Municipality, local scholars, specialists, and local wisdom teachers. Research instruments used for collecting data in qualitative research were in-depth interview, focus group, and brainstorming. The statistics used for analyzing quantitative data were percentage, frequency, mean and standard deviation, and qualitative data was analyzed using content analysis method.
The results of the research were as follows.
- The study of the current situation, problems and needs of activities for promoting the 21st learning skills of the students from Opportunity expansion schools under the office of Loei primary education area 2 using local wisdom found that the current situation regarding the activities for promoting the 21st century learning skills, as a whole, was scored at low level. The aspect of computer skills and the aspect of information technology and communication were scored the lowest the problems were found at high level, the problem of financial budget was scored the lowest the study found that all 7 learning skills were needed for promoting the 21st learning skills.
- The development of activities for promoting the 21st learning skills of the students from Opportunity expansion schools under the office of Loei primary education area 2 using local wisdom in Loei province was found in 3 aspects including 1) local songs, 2) local performance, and 3) local music which were all correlated to the 21st learning skills.
- The process of trying out using the activities for promoting the 21st learning skills of the students from Opportunity expansion schools under the office of Loei primary education area 2 using local wisdom in Loei province took 1 semester, totally 4 monthsteaching in activity hour. The content was featured with 3 Models. Model 1 Aspect of local songs, activities for developing skill were performed by creating computer lesson using computer assistant program and teach “Local Song” as well as hold a local song writing contest “YaeKhai Mod Daeng”. Model 2 aspect of local performance, development activities were conducted by making a short film about narrating local lifestyle titled “YaeKhai Mod Daeng. Model 3 aspect of local music, the activities was conducted by creating online media for local music learning lesson titled “Pin” and local performance illustrating local lifestyle titled “YaeKhai Mod Daeng”.
- According to the evaluation of the model of activities for promoting the 21st learning skill by assessing output and outcome, the results found that all 7 aspects provide positive results for students. The students were skilled at using technology to develop an innovation and creative idea from learning by doing the activities. Teachers, students, parents and other persons related were satisfied with the activities in which the students had a chance to practice authentically.
