The System and Mechanism for Preventing Corruption and Misconduct of Local Administrative Organizations

Abstract

The purposes of this research were: 1) to study the situation of preventing corruption and misconduct of local administrative organization and 2) to study the model of system and mechanism for preventing corruption and misconduct of local administrative organization. The data were collected by using semi-structured interview, in-depth interview, important documents, context of studied area and local development plans of 4 local administrative organization including Saen Suk Municipality,UbonRatchathaniprovince, Soeng Sang Subdistrict Municipality,NakhonRatchasimaprovince, Nong Paen Subdistrict Administrative Organization, Mancha Khiri district, KhonKaen province and Roi-Et Municipality, Roi-Et province and thecollected data were was interpreted and concludedin inductive form.


The research results were found that:


  1. The situation of preventing corruption and misconduct of local administrative organization was found that it consisted of 7 elements, namely 1) inventory management, inventory management should be managedrelying on the law by using government regulations for standardization and transparency, 2) administration, there should be dissemination of authority structure, the 3-year developmental plan and disseminated the authority of the structureon information technology to the public, 3) public service, there should be a procedure for public services based on citizen-center, decentralizationon decision-making, improvement of each type of service, 4) personnel management, there should be an audit on the 3-year developmental planby adhering to the principles of transparency, fairness and accountability and implemented in accordance with the Local Government Act 2542 (1999),5) budget management, the annual budget plan of the agency should be approved and disseminated by August of every year and should be reportedand announced by October 1stof each year, 6) follow-up and evaluation, the should be system and mechanism for internal audit of the municipality effectively, risk management from various departments, following-up and assessment of each division in accordance with the correct mechanism and encourage the people to participate in activities and projects of the municipality and 7) disclosure and access to official information, there should be disclosure and access to official information, the municipality has provided necessary information and annual report for public disclosureevery year.

  2. Model of system and mechanism for preventing corruption and misconduct of local administrative organization examined by the experts was found that the issue of conscience development should be added to children and youths, the incentive should be added to encourage all sectors to participate in examining the prevention of corruption and misconduct of local administrative organizations.
