อาสาสมัครมรดกโลก 2567 : ข้อเสนอการบริหารจัดการ แหล่งมรดกโลกอยุธยาผ่านการจัดการท่องเที่ยวอย่างมีประสิทธิภาพ

บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อนำเสนอผลการดำเนินงานของโครงการอาสาสมัครมรดกโลก (World Heritage Volunteers: WHV) ประจำปี พ.ศ. 2567 ซึ่งจัดขึ้นที่อุทยานประวัติศาสตร์พระนครศรีอยุธยา โดยมีวัตถุประสงค์หลักในการจัดการและกระจายนักท่องเที่ยวอย่างมีประสิทธิภาพ เพื่อลดความแออัดในเขตศูนย์กลาง และส่งเสริมการท่องเที่ยวในพื้นที่รอบนอกของแหล่งมรดกโลก โดยมีเป้าหมายในการส่งเสริมการมีส่วนร่วมของอาสาสมัครในการอนุรักษ์และพัฒนามรดกโลกขององค์การยูเนสโก (UNESCO) อุทยานฯ ได้รับการขึ้นทะเบียนเป็นมรดกโลกในปี พ.ศ. 2534 เนื่องจากคุณค่าโดดเด่นเป็นสากล (Outstanding Universal Value – OUV) ที่สะท้อนผ่านสถาปัตยกรรม การวางผังเมือง และการจัดการน้ำอย่างชาญฉลาด หลักการของโครงการมุ่งเน้นการกระจายนักท่องเที่ยวจากพื้นที่ศูนย์กลางเมืองที่แออัดไปยังโบราณสถานและชุมชนโดยรอบ เพื่อสร้างความเข้าใจเชิงลึกเกี่ยวกับคุณค่าโดดเด่นเป็นสากลของอยุธยา กระบวนการดำเนินงานประกอบด้วยการสำรวจพื้นที่ การวิเคราะห์เส้นทางการท่องเที่ยวเชิงปริมาณและคุณภาพ การออกแบบแผนแม่บทการจัดการท่องเที่ยวเชิงมรดก และการมีส่วนร่วมของชุมชนผ่านการนำเสนอและรับฟังความคิดเห็น
ผลการศึกษาแบ่งออกเป็น 4 ด้านสำคัญ ได้แก่ 1) การบูรณาการวัฒนธรรมที่มีชีวิตกับแหล่งประวัติศาสตร์ เพื่อสร้างกิจกรรมร่วมสมัยและฟื้นฟูบทบาทของโบราณสถานให้กลับมามีชีวิตอีกครั้งผ่านการมีส่วนร่วมของชุมชน 2) การผสานการสัญจรและการนำเสนอความแท้ของมรดก โดยพัฒนาเครือข่ายการเดินทางเชื่อมโยงโบราณสถานรอบเกาะเมืองกับเส้นทางน้ำและเส้นทางจักรยาน รวมถึงแนวคิดเชิงสร้างสรรค์ในการชมทัศนียภาพจากมุมสูงเพื่อเสริมคุณค่าการเรียนรู้ 3) การผสานแหล่งมรดกชุมชนท้องถิ่น และการจัดการน้ำผ่านการพัฒนาแคมเปญ “Ayutthaya Go” ที่ส่งเสริมประสบการณ์เชิงจิตวิญญาณ วัฒนธรรมอาหาร และเศรษฐกิจท้องถิ่น เพื่อยกระดับความยั่งยืนทางวัฒนธรรมและเศรษฐกิจของชุมชน 4) การฟื้นฟูทุ่งแก้ว–ทุ่งขวัญ ให้เป็นพื้นที่สาธารณะเชิงมรดกและระบบนิเวศทางน้ำ โดยเชื่อมโยงเครือข่ายคลองกับโบราณสถานรอบนอกเพื่อกระจายการท่องเที่ยวออกจากเขตศูนย์กลาง
ผลลัพธ์ดังกล่าวสะท้อนให้เห็นถึงแนวทางการจัดการการท่องเที่ยวมรดกโลกที่ผสมผสานองค์ความรู้ด้านวัฒนธรรม การจัดการน้ำ และการมีส่วนร่วมของชุมชน ซึ่งมุ่งพัฒนาแนวทางการบริหารจัดการที่สมดุลระหว่างการอนุรักษ์ การท่องเที่ยว และความยั่งยืนของพื้นที่มรดกโลกพระนครศรีอยุธยา
