The Participation of local communities and authorities of Ubon Ratchathani Province in enhancing the effectiveness of flood management in the repeatedly flooded areas

Abstract

This research aims to study the problems and the impacts of floods in the repeatedly flooded communities in Mueang District, Ubon Ratchathani Province. It also examines community’s participation and identify alternatives to enhance the effectiveness of participatory management which emphasizes on local communities and authorities. Data were gathered from questionnaires, in-depth interview, contextual exploration, and community forum dialogues from 147 samples in 12 communities. Data were analyzed by applying descriptive statistics, categorized data, and content analysis. 

This research found that the repeatedly floods affected people’s standards of living, career, health, and travelling. Previously, the communities and the organizations participated in flood management during the period before the floods occurred, during the period of flooding, and during the period after floods. The sample group participants reflected they received assistance slowly, partially, and insufficiently. 

The alternative approaches to enhance the effectiveness of flood management in the repeatedly flooded areas are as follows. Firstly, the community should have a plan to reduce risks. Secondly, the local government and administrative staff should focus on good governance in managing the floods. Thirdly, systems and mechanisms for supporting community’s knowledge should be developed. Finally, those mechanisms should also encourage participatory procedures.
