Abstract

This academic article aimed to examine the role of information technology implemented in judicial proceedings within the context of rapid changes driven by digital disruption and current social dynamics, through a comparative study of the Courts of Justice in Thailand, Singapore, and China. The findings revealed that the Court of Justice of Thailand promoted the integration of information technology across all stages of civil proceedings, including e-filing systems, electronic notification (e-notice), video conferencing, and electronic signatures, to facilitate more convenient and expeditious access to justice for the public. These initiatives aligned with the practices of the courts in Singapore and China, which effectively implemented information technology systems in their judicial operations. The operational frameworks of these two countries served as models for developing the information technology systems of the Thai Judiciary to elevate service standards and enhance the efficiency of public access to justice. However, while the implementation of information technology yielded positive impacts in terms of saving time, reducing costs, and promoting equitable access to the judicial system, all three countries continued to face similar challenging limitations. Specifically, these involved the constraints of the digital divide-encompassing shortages of electronic devices, inadequate internet connectivity, and a lack of digital literacy-as well as risks associated with cybersecurity.
