Factors Affecting the Social Welfare Management Efficiency of Municipality for Elderly People

The objectives of this study are were to 1) develop the causal model, 2) study motivational factors with positive influence, 3) study supporting factors with positive influence, 4) check the consistency of the model, and 5) obtain the qualitative data in order to support the relationship between the model and qualitative samples. A mixed-method approach was used to conduct this research study. Questionnaires were used to collect quantitative data from 330 municipal administrators, and in-depth interviews were employed to obtain qualitative data from 20 elderly representatives and municipal administrators. The findings revealed that the efficiency, motivational factors, and supporting factors were in high level. As for hypothesis testing, it was found that a motivational factor for progress and supporting factors for job security, salary, and compensation had an effect on the efficiency of social welfare provision, which was in accordance with the set hypothesis. As for implications of the study, the municipality should increase the employee motivation in terms of progress. Regarding supporting factors, there should be more concern about job security, salary, and compensation.
