Some Outstanding Characteristics of Topflight Public Administrators

Abstract

The outstanding characteristics of topflight public administrators are various. Due to some restraints, the author presents only three outstanding characteristics, namely leadership, ethics and character.

On leadership, the public administrator should show leadership in the modern and international context. On ethics, the public administrator should serve the public interest, respect the constitution and the law of the country, demonstrate personal integrity, and promote ethical organizations. On character, the public administrators should have the following characteristics: trustworthiness, respect, responsibility, fairness, caring and good citizenship.
