Abstract

This study aimed to (1) examine the organizational structures and interactions of higher education institutions within the Global and Frontier Research Group, and (2) propose appropriate strategic development guidelines to facilitate the Reinventing University Project. A quantitative research methodology was employed. The population consisted of stakeholders from 17 higher education institutions in the Global and Frontier Research Group, while the sample included stakeholders from four selected universities. Data were collected using a 10-point Likert scale questionnaire and analyzed using frequency (f), percentage (%), mean ( $\bar{x}$ ), and standard deviation (S.D.). In addition, a focus group discussion was conducted with 12 experts.

The findings revealed that (1) stakeholders in executive positions and those engaged in administrative roles reported higher levels of awareness regarding organizational structures and greater satisfaction with institutional interactions than other groups across all items; and (2) strategic recommendations for structural transformation were proposed with the following objectives: (a) to enhance agility in research management through an efficient organizational framework; (b) to develop supportive structures for attracting international funding and world-class researchers; (c) to adapt management systems in response to global trends; and (d) to reduce disparities in technology and research resource accessibility at the faculty/college level. Additionally, strategic recommendations for improving institutional interactions aimed to: (a) bridge information gaps and foster mutual understanding between administrators and staff at all levels to mitigate disengagement; (b) create platforms for negotiation and participatory policymaking among lower-level personnel; and (c) balance workloads and intergenerational relationships to reduce internal organizational conflict.
