ประสิทธิผลการให้บริการงานทะเบียนราษฎรของสำนักทะเบียนท้องถิ่นเทศบาลตำบลคำตากล้า อำเภอคำตากล้า จังหวัดสกลนคร

Abstract

บทคัดย่อ

          การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา ประสิทธิผลการให้บริการงานทะเบียนราษฎรของสำนักทะเบียนท้องถิ่นเทศบาลตำบลคำตากล้า อำเภอคำตากล้า จังหวัดสกลนคร กลุ่มตัวอย่างที่ใช้ในการวิจัย เป็นประชาชนที่อาศัยในเขตเทศบาลตำบลคำตากล้า จำนวน 380 คนโดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้ค่าความเชื่อมั่นทั้งฉบับ เท่ากับ .94 และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว

            ผลการวิจัย พบว่า

                 1. ประสิทธิผลการให้บริการงานทะเบียนราษฎรของสำนักทะเบียนท้องถิ่นเทศบาลตำบลคำตากล้า อำเภอคำตากล้า จังหวัดสกลนคร ในภาพรวม อยู่ในระดับมากทุกด้าน (= 4.43) เมื่อพิจารณารายด้าน พบว่า ด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านเจ้าหน้าที่หรือบุคลากรที่ให้บริการ และด้านคุณภาพการให้บริการ (= 4.51) อยู่ในระดับมากที่สุด รองลงมาคือ ด้านกระบวนการและขั้นตอนการให้บริการ (= 4.40) อยู่ในระดับมาก ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านอาคารสถานที่และสิ่งอำนวยความสะดวก (= 4.32) อยู่ในระดับมาก

                 2. การเปรียบเทียบประสิทธิผลการให้บริการงานทะเบียนราษฎรของสำนักทะเบียนท้องถิ่นเทศบาลตำบลคำตากล้า อำเภอคำตากล้า จังหวัดสกลนคร ตามคุณลักษณะส่วนบุคคล สามารถสรุปผลได้ดังนี้

                      2.1 จำแนกตามคุณลักษณะด้านเพศ พบว่าประสิทธิผลการให้บริการงานทะเบียนราษฎรของสำนักทะเบียนท้องถิ่นเทศบาลตำบลคำตากล้า อำเภอคำตากล้า จังหวัดสกลนคร ในภาพรวมและรายด้าน มีความแตกต่างกันที่ระดับนัยสำคัญทางสถิติ .05

                      2.2 จำแนกตามคุณลักษณะด้านอายุ การศึกษา อาชีพ และรายได้เฉลี่ยต่อเดือน ประสิทธิผลการให้บริการงานทะเบียนราษฎรของสำนักทะเบียนท้องถิ่นเทศบาลตำบลคำตากล้า อำเภอคำตากล้า จังหวัดสกลนคร ในภาพรวมและรายด้าน มีความแตกต่างกันที่ระดับนัยสำคัญทางสถิติ .01

                 3. ประสิทธิผลการให้บริการงานทะเบียนราษฎรของสำนักทะเบียนท้องถิ่นเทศบาลตำบลคำตากล้า ที่ควรนำไปศึกษาหาแนวทางส่งเสริมและพัฒนาการให้บริการงานทะเบียนราษฎรของสำนักทะเบียนท้องถิ่นเทศบาลตำบลคำตากล้า มีจำนวน 2 ด้าน คือ 1) ด้านอาคารสถานที่และสิ่งอำนวยความสะดวก และ 2) ด้านกระบวนการและขั้นตอนการให้บริการ

ABSTRACT

The purpose of this study was to investigate the effectiveness of service provided by Civil Registration Section in the Local Register Office of Khamtakla Sub-district Municipality, Khamtakla district, SakonNakhon province. A sample used in the study was 380 people who resided in the Khamtakla Sub-district Municipality area. The instrument used in data collection was a questionnaire which had the entire reliability coefficient of .94. Statistics used in data collection were frequency, percentage, mean, standard deviation, t-test and one-way ANOVA.

Findings of the study were as follows:

1. The overall effectiveness of service provided by Civil Registration Section in the Local Register Office of Khamtakla Sub-district Municipality, Khamntakla district, SakonNakhon province was at high level (= 4.43). Considering it by aspect, the aspects that gained the highest mean score were of staff members or personnel who provided service, and of service quality (= 4.51) which were at the highest level, followed by the aspect of service processes and steps (= 40) which was at high level. The aspect that gained the lowest mean score was of buildings, maintenance and facilities (= 4.32) which was at high level.

2. The comparisons of service providing effectiveness of Civil Registration Section in the Local Register Office of Khamtakla Sub-district Municipality, Khamtakla district, SakonNakhon province based on personal background can be concluded as follows:

     2.1 As classified by background of sex, it showed that the service providing

effectiveness of Civil Registration Section in the Local Register Office of Khamtakla Sub-district Municipality as a whole and as each aspect was found significantly different at the .05 level.

                 2.2 As classified by backgrounds of age, occupation and average income per

month, it showed that the service providing effectiveness of Civil Registration Section in the Local Register Office of Khamtakla Sub-district Municipality as a whole and as each aspect was found significantly different at the .01 level.

                 2.3 The service providing effectiveness of Civil Registration Section in the Local Register office of Khamtakla Sub-district Municipality that should be brought to investigate to find a way to the promotion and development of service providing effectiveness of Civil Registration Section in the Local Register Office of Khamtakla Sub-district Municipality, Khamtakla district, SakonNakhon province comprises 2 aspects: 1) buildings, maintenance and facilities, and 2) processes and steps of service.
