การบริหารเชิงกลยุทธ์ตามรูปแบบ Balanced Scorecard ของกองทุนหลักประกันสุขภาพ กรณีศึกษา : เทศบาลนครขอนแก่น อำเภอเมือง จังหวัดขอนแก่น

Abstract

       This research was to study problems and barriers of the strategic administration based on balanced scorecard of Local and Area Health Security Fund by Khon Kaen Municipality and to study approaches for developing the strategic administration. Key informants consisted of 12 persons from various groups. The in‐depth interview and focus groups as a qualitative research technique were used in the study. Descriptive statistics and content analysis were utilized to draw conclusions and suggestions.

       The study revealed the following 1) Khon Kaen Municipality has managed in a form of a committee from government, private and public sectors. The committee roles were to promote and provide equitably easy-to-access public health services. 2) Problems and barriers of the strategic administration based on balanced scorecard of the Local and Area Health Security Fund were lack of cooperation, lack of planning for the need collection from each community, less participation and health-concerned activities were not thoroughly enough. 3) Recommendations for improving the strategic administration were proposed such as developing continuous community participation on health program and activities and promoting and publicizing to all sectors with concern for accessible health services for all as Thai citizens.
