ยุทธศาสตร์การพัฒนาการบริหารจัดการกองทุนพัฒนาบ้านตามหลักธรรมาภิบาล : กรณีศึกษาบ้านโนนสมบูน เมืองบลิคัน แขวงบลิคำไซ สาธารณรัฐประชาธิปไตยประชาชนลาว

บทคัดย่อ

            การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน ปัญหา ความต้องการและแนวทางการพัฒนาการบริหารจัดการกองทุนพัฒนาบ้านตามหลักธรรมาภิบาล : กรณีศึกษาบ้านโนนสมบูน เมืองบลิคัน แขวงบลิคำไซ สาธารณรัฐประชาธิปไตยประชาชนลาว 2) สร้างยุทธศาสตร์การพัฒนาการบริหารจัดการกองทุนพัฒนาบ้าน ตามหลักธรรมาภิบาล : กรณีศึกษาบ้านโนนสมบูน เมืองบลิคัน แขวงบลิคำไซ สาธารณรัฐประชาธิปไตยประชาชนลาว กลุ่มตัวอย่างที่ใช้ในการวิจัย เพิ้ม คือ ประชาชน จำนวน 18 คน ได้มาโดยการสุ่มแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ประกอบด้วย แบบสัมภาษณ์แบบมีโครงสร้าง และแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน สำหรับข้อมูลวิจัยเชิงคุณภาพเป็นการพรรณนาวิเคราะห์เชิงเนื้อหา

            ผลการวิจัยพบว่า

                 1. สภาพปัจจุบัน ปัญหา ความต้องการและแนวทางการพัฒนาการบริหารจัดการกองทุนพัฒนาบ้านตามหลักธรรมาภิบาล : กรณีศึกษาบ้านโนนสมบูน เมืองบลิคัน แขวงบลิคำไซ สาธารณรัฐประชาธิปไตยประชาชนลาว พบว่า 1) การรับรู้ของประชาชนเกี่ยวกับกองทุนพัฒนาบ้านอยู่ในระดับน้อย เพราะว่า หมู่บ้านขาดเครื่องมือสื่อสาร ไม่มีการประชุมชี้แจงให้สมาชิกรับทราบ 2) คณะกรรมการกองทุนพัฒนาบ้านไม่เข้าใจในการจัดทำบัญชีกองทุนพัฒนาบ้านกองทุนพัฒนาบ้าน 3) การติดตาม ตรวจสอบการดำเนินงานของคณะกรรมการกองทุนพัฒนาบ้านไม่มีความต่อเนื่องและ 4) สมาชิกกองทุนพัฒนาบ้านที่ได้รับเงินยืมแล้วมีการอพยพไปทำงานที่อื่นทำให้ในการติดตามทวงหนี้ สำหรับความต้องการ ในการบริบริหารจัดการกองทุนพัฒนาบ้าน พบว่า 1) ควรมีการประชาสัมพันธ์เพื่อเผยแพร่ข้อมูลข่าวสารของกองทุนพัฒนาบ้านให้สมาชิกได้รับทราบ 2) การมีส่วนร่วมในการวางแผนการดำเนินงานของกองทุนพัฒนาบ้าน 3) สมาชิกหรือประชาชนมีส่วนร่วมในกิจกรรมต่างๆ ของคณะกรรมการกองทุนพัฒนาบ้าน

                 2. สร้างยุทธศาสตร์การพัฒนาการบริหารจัดการกองทุนพัฒนาบ้านตามหลักธรรมาภิบาล : กรณีศึกษาบ้านโนนสมบูน เมืองบลิคัน แขวงบลิคำไซ สาธารณรัฐประชาธิปไตยประชาชนลาว ประกอบด้วย วิสัยทัศน์ พันธกิจ ยุทธศาสตร์ และกลยุทธ เป้าหมาย ตัวชี้วัด โครงการ/กิจกรรม สำหรับยุทธศาสตร์ ประกอบด้วย ยุทธศาสตร์ที่ 1 ยุทธศาสตร์การสร้างความตระหนักปลูกจิตสำนึกและความรับผิดชอบของสมาชิกกองทุนพัฒนาบ้าน จำนวน 4 โครงการ/กิจกรรม ยุทธศาสตร์ที่ 2 ยุทธศาสตร์การสร้างการมีส่วนร่วมในภาคประชาชนและความโปร่งใสในการปฏิบัติงาน จำนวน 2 โครงการ/กิจกรรม ยุทธศาสตร์ที่ 3 ยุทธศาสตร์การบริหารตามหลักนิติธรรมและมีคุณธรรม จำนวน 2 โครงการ/กิจกรรม และ ยุทธศาสตร์ที่ 4 ยุทธศาสตร์การสร้างความคุ้มค่าในการบริหารจัดการ จำนวน 2 โครงการ/กิจกรรม ซึ่งยุทธศาสตร์การพัฒนาการบริหารจัดการกองทุนพัฒนาบ้านตามหลักธรรมาภิบาลผ่านการประเมินโดยผู้เชี่ยวชาญพบว่า โดยรวมอยู่ในระดับมาก

ABSTRACT

            The objectives of this study were: 1) to investigate the present state, problem, need and a way to developing the management of the village development fund based on good governance principle by using Non Somboon village, Bolikhan district, Bolikhamxay province, Lao PDR as a case study, 2) to create a strategy to develop management of the village development fund based on good governance principle by using Non Somboon village, Bolikhan district, Bolikhamxay province, Lao PDR as a case study.  A sample used comprised 18 people selected by purposive sampling.  The instruments used consisted of a structured interview guide and a 5-rating scale questionnaire.  Statistics used to analyze data were percentage, mean and standard deviation.  Analysis of qualitative data was done using content analysis.

            The findings of study were as follows:

                 1. The present state, problem, need and a way to developing the management of the village development fund based on good governance principle by using Non Somboon village, Bolikhan district, Bolikhamxay province, Lao PDR as a case study were found as follows: 1) People’s perception of the village development fund was at the low level because the village lacked communication equipment and held no meeting to explain it to the members; 2) the village fund committee scarcely understood about accountancy of the village development fund, 3) the follow-up and check of operations of the village development fund committee had no continuity; and 4) the members of the village development fund who received the loan migrated to work somewhere which was difficult to collect the debt.  As for the need for management of the village development fund, it was found as follows: 1) There should be public relations for disseminating information of the village development fund to let the members get informed; 2) there should be participation in planning the management of the village development fund; 3) members or people should participate in various activities of the village development fund committee.

                 2. The development strategy for managing the village development fund based on good governance principle by using Non Somboon village, Bolikhan district, Bolikhamxay province, Lao PDR as a case study comprised vision, commission, strategy and stratagem, target, indicator, project/activity.  All the strategies consisted of strategy 1 – strategy to create awareness of implanting conscious mind and responsibility among the members of the village development fund comprising 4 projects/ activities; strategy 2 – strategy to create people participation and transparency in working practice comprising 2 projects/activities; strategy 3 – strategy of management based on good governance principle and integrity comprising 2 projects/activities; and strategy 4 – strategy to create the worthiness in management comprising 2 projects/activities.  The strategy to develop the management of the village development fund based on good governance principle passed the assessment by specialists at the high level as a whole.
