An Investigation into the Role of Educational Administrators in Promoting Teachers’ Learning Management during Emerging Infectious Disease Outbreaks: A Case Study of Schools under the Surin Primary Educational Service Area Office 3.

The purposes of this research were to: 1) investigate the roles of school administrators in promoting teachers’ learning management under the circumstances of emerging infectious disease outbreaks in schools under Surin Primary Educational Service Area Office 3; 2) compare opinions regarding the administrators’ roles based on position, work experience, and school size; and 3) explore guidelines for developing administrators’ roles in supporting teachers’ learning management under such circumstances. The sample consisted of 343 school administrators and teachers working in schools under Surin Primary Educational Service Area Office 3. The research instruments included a questionnaire with a reliability coefficient of 0.834 and a semi-structured interview form. Data were analyzed using percentage, mean, standard deviation, t-test, F-test, and Scheffé’s method for pairwise comparisons.
The findings revealed that:
1) the overall roles of school administrators in promoting teachers’ learning management were rated at the highest level. Considering each aspect, the promotion of a learning-conducive atmosphere and environment received the highest mean score, followed by learning assessment and instructional planning, whereas internal supervision and monitoring of learning management received the lowest mean score.
2) When comparing opinions by position, work experience, and school size, no statistically significant differences were found overall at the .05 level. However, a statistically significant difference at the .01 level was found in the aspect of promoting a learning-conducive atmosphere and environment.
3) Guidelines for developing administrators’ roles should emphasize flexible instructional planning, participation from all stakeholders, effective communication, continuous supervision and monitoring, flexible assessment practices supported by technology, and the enhancement of physical, digital, and social learning environments. These approaches will strengthen schools’ readiness and capacity to effectively respond to crises and unforeseen situations in the future.
