Operational Competency Factors Influencing Training Management for Civil Defense Volunteers (CDVs) in the Bangkok Metropolitan Area

Amid rapid urbanization in the Bangkok Metropolitan Area, disaster risks have become increasingly complex. Civil Defense Volunteers (CDVs) serve as the primary personnel for incident response; however, enhancing their competency to keep pace with these evolving situations remains a critical issue. This research aimed 1) examine the level of operational competency, 2) compare personal factors with competency levels, 3) compare personal factors with training curriculum needs, and 4) investigate the influence of operational competency on training needs among Civil Defense Volunteers (CDVs) in the Bangkok Metropolitan Area. A quantitative research approach was employed, collecting data from 385 CDVs. Data analysis included descriptive statistics, One-Way ANOVA, and Multiple Regression Analysis.
The research findings revealed that.
1) overall operational competency was at a moderate level with road safety being the strongest competency area and high-rise building rescue being the weakest
2) age and gender significantly influenced competency across 12 and 11 dimensions respectively.
3) gender and age significantly affected training curriculum needs across all three dimensions.
4) competencies in road safety and alert and information reporting significantly influenced the need for benefits and equipment, while air pollution prevention and mitigation competency significantly influenced the need for additional training. The findings indicate that government agencies should design specialized training curricula focusing on road safety, communication and alert systems, and air pollution management to sustainably enhance CDV competency.
