Strategies for Educational Quality Assurance Development of the Primary Schools in Sisaket Province

Abstract

               The objectives of the research were 1) to study levels of the success of the implementation based on the educational quality assurance standards of the primary schools in Sisaket Province, 2) to study factors affecting the success of the implementation based on the educational quality assurance standards of the primary schools in Sisaket Province, and 3) to create and evaluate strategies for developing the educational quality assurance standards of the primary schools in Sisaket Province. The research was conducted as mixed-methods descriptive research. The samples were 522 respondents consisting of school administrators and teachers who passed the evaluation of the educational quality assurance in the third round at a good level or better in Sisaket Province. They were randomized by stratified random sampling. The informant group consisted of 8 informants including school administrators and teachers in the schools with the best practice in implementing based on the educational quality assurance standards in the big schools, the medium schools, and the small school and 21 experts in educational and primary school administration. The research instruments were a questionnaire and an interview form. The data were analyzed by using the basic statistics, content analysis, and multiple regression analysis.

        The research findings were as follows.

1. The schools succeeded in implementing based on the educational quality assurance standards at the highest level.
2. The factors affecting the success of the implementation based on the educational quality assurance standards of the primary schools consisted of 6 factors organized from the highest to the lowest levels affecting the success of the implementation based on the educational quality assurance standards of the primary schools: 1) organization structures, 2) implementation based on the roles of the teachers and staff, 3) atmosphere in working, 4) technology, materials, and equipment, 5) communities and societies, and 6) participation and consultation by arranging the organization structures and implementing based on the roles of the teachers and staff, technology, materials, and equipment, communities and societies, and participation and consultation.
3. The strategies for developing the educational quality assurance standards of the primary schools in Sisaket Province included the strategies and the standards of each strategy. The first strategy was to arrange organization structures to administrate the schools clearly. The second strategy was to develop the teachers and staff to have knowledge to be able to perform their work systematically and continually. The third strategy was to supervise, monitor, follow up, and evaluate the results of the work performance systematically and continually. The fourth strategy was to seek for qualitative technology to use in educational administration. The fifth strategy was to seek for participation to administrate inside and outside schools. The findings of the evaluation of the strategies showed that in the overall, the strategies for developing the educational quality assurance standards of the primary schools in Sisaket Province were suitable at the highest level, possible at the highest level, and helpful at the highest level.
