The Decision-Making Process for the Election of the Subdistrict Administrative Organization Mayor of Sampao Lun Subdistrict, Buachet District, Surin Province

This thesis aims to: (1) examine the level of decision-making regarding the election of the Subdistrict Administrative Organization (SAO) mayor among residents of Samphao Lun Subdistrict, Buachet District, Surin Province; (2) compare residents’ decision-making based on personal factors; and (3) propose guidelines for improving the decision-making process in SAO mayoral elections. This mixed-methods research employed a quantitative approach using a questionnaire with a reliability coefficient of 0.951. The sample consisted of 341 participants, determined through Taro Yamane’s formula and selected using multi-stage random sampling. Data were analyzed using frequency, percentage, mean, standard deviation, t-test, and one-way ANOVA. The qualitative data were collected through in-depth interviews with 13 key informants, including executives, SAO council members, and community leaders, and analyzed using content analysis within contextual frameworks.
The research results revealed that the overall decision-making process in electing the SAO mayor was at a high level (Mean=4.09, S.D. =0.435). The highest mean was found in motivational factors (Mean= 4.22, S.D.=0.479), followed by political awareness (Mean=4.14, S.D.= 0.517), candidate evaluation (Mean=4.12, S.D.=0.600), and pre-/during-election behavior (Mean=3.88, S.D.=0.568). The comparative analysis showed significant differences according to gender, age, education, occupation, and income at the 0.05 significance level, while voting experience and sources of political information showed no significant difference.
The study suggested that local governments and related agencies should (1) promote accessible political information and awareness programs, (2) encourage neutral community media to present fair candidate data, (3) create civic motivation through participatory activities and transparency campaigns, and (4) organize election simulations to enhance understanding and participation. The findings indicate that strengthening political awareness, transparent communication, and civic motivation contributes to the development of politically conscious citizens and sustainable local democracy.
