Participatory Learning Process in Creating the Right Protection Measures for Local Elderly

Abstract

This participatory action research purposed to enhance the participatory learning process in constituting measurements to protect the rights of the local elderly. The target group of was 200 elders in the Mueang District and Chon Daen District, Phetchabun Province, by the purposive selection from strong elder groups whom has the potential to transfer knowledge to the community. Research instrument was a focus group discussion (FGD) and group activities to create a participatory learning process to enhance human capital knowledge for local elders. Research operation was a public lecture on human capital by the researcher, an SWOT (Strengths,Weaknesses,Opportunities,Threats) analysis operation, and a public lecture on elderly right. Data analyzed by content analysis process. Research found  1) elders has experienced which can become good human capital in enhancing economic value to the community but elders has lack of understanding, awareness, importance Including the knowledge management about human capital; 2) The elderly have knowledge and understanding the elderly rights only of the allowance for the elderly. Rights that the elderly prioritize are arranged in descending order were; increasing allowance for the elderly;  reducing of fares in public transport services; supporting social activities, sports activities, recreation, and wisdom transfer; supporting appropriate vocational and job training; assisting a convenient, fast and free access to medical and public health services.
