Functions of the State in Education: Enhancing Student Readiness for Online Learning

Abstract

The change of current Thai society focused on digital society and the outbreak of coronavirus disease (COVID-19) brings about a new normal in education, therefore, an online learning platform is applied nationwide. The dramatical change of this learning style affects some underprivileged learners who lack of readiness to access to the quality education. This disadvantage increases more education inequality. The objective of this article is to study legal functions of the state to provide quality and equal education, including promoting and encouraging student readiness for online learning. The study on the state functions is divided into 4 topics: facilitating electronic devices, providing the internet, enhancing digital literacy awareness, and control system by teachers, to support all students to access online learning effectively and equally.
