International Relations between Thailand and Lao PDR in ASEAN Community: Conditions of Technical Cooperation of Scholarship

Technical cooperation between Thailand and Lao PDR in term of scholarship was officially started in the year 1992. This article want to study the terms of condition of technical cooperation between Thailand and Lao PDR scholarship in the context of the ASEAN Community. The study was conducted by using the qualitative research. Data were collected by in-depth interview with 20 key informants, who were expert in international relations between Thailand and Lao PDR, policy makers in Thailand and Lao PDR, practitioners in Thailand and Lao PDR, Lao students who studied in Thailand and Lao students who graduated from Thailand. The data were collected between August, 2012-July, 2015. The content analytical method was employed for data analysis.
The study found that the conditions that lead the technical cooperation scholarship between Thailand and Lao PDR in the context of the ASEAN Community in internal conditions of Thailand in international relations, conditions of economic, conditions of Thai education system and conditions of international security. Internal conditions of Lao PDR were conditions of policy of International Cooperation of Lao PDR, conditions of economic, conditions of the attitude of the Lao people, conditions of not to interfere with internal affairs. External conditions were the conditions of regional integration, condition of donors countries, conditions of international organization, and the conditions of common terms of the two countries were Language, tradition and culture that are similar and geographic location as a neighborhood.
