4 A MODEL OF DIGITAL LEADERSHIP FOR SCHOOL ADMINISTRATORS IN SCHOOLS UNDER PROVINCIAL ADMINISTRATIVE ORGANIZATIONS

Abstract
This study aimed to construct and evaluate a model of digital leadership for school administrators in schools under provincial administrative organizations in Thailand. A two-phase mixed-methods design was employed. In phase 1, the model was developed by synthesizing existing literature and assessing priority needs (PNI modified ) from a sample of 191 respondents selected through multi-stage random sampling, along with 20 experts. The research instrument was a rating-scale questionnaire. Data were collected through focus group discussions and connoisseurship. Data were analyzed using the mean, standard deviation, and the PNI modified index. In phase 2, the model was evaluated by 11 experts via evaluation forms. The statistics used included the mean and standard deviation.
The research findings were as follows: 1) The digital leadership model for school administrators in schools under Provincial Administrative Organizations in Thailand, named the VICTOR Model, comprised six digital leadership components, ranked according to their PNI modified values as follows: Visionary Digital Leadership, Intelligent Digital Acuity, Comprehensive Digital Management, Two-way Digital Communication, Organizational Digital Culture, and Refining Digital Skills. The model comprised six additional structural elements: principles, objectives, structure, procedures, evaluation, and conditions for success. 2) The evaluation results revealed that accuracy and feasibility were rated at a high level, while propriety and utility were rated at the highest level.
