มาตรการทางนโยบายเพื่อลดการใช้ถุงพลาสติก: ประสบการณ์ของต่างประเทศกับการประยุกต์ใช้ในประเทศไทย Policy Measures on Plastic Bag Reduction: International Experiences and Applications for Thailand

บทคัดย่อ

ประเทศต่าง ๆ ให้ความสำคัญกับปริมาณการใช้ถุงพลาสติกและปัญหาขยะถุงพลาสติกที่เพิ่มมาก ขึ้น โดยเฉพาะถุงพลาสติกหูหิ้วที่ผลิตจากโพลิเอทธิลีนความหนาแน่นสูง มาตรการทางนโยบายได้ถูกนำมาใช้เพื่อลดปัญหาที่เกิดขึ้น ซึ่งมีทั้งมาตรการทางกฎหมายและมาตรการสมัครใจ บางประเทศดำเนินมาตรการด้วยรูปแบบใดรูปแบบหนึ่ง บางประเทศดำเนินมาตรการทั้งสองแบบควบคู่กันไป ผลการดำเนินงานพบว่า มาตรการทางกฎหมายประสบความสำเร็จในการลดปริมาณการใช้ลงได้มากกว่า แต่ความสำเร็จมีแนวโน้มลดลงเมื่อเวลาผ่านไป อย่างไรก็ตาม การดำเนินมาตรการสมัครใจก็พบว่าสามารถประสบความสำเร็จเช่นกัน หากดำเนินการในระดับเมืองหรือชุมชน โดยเฉพาะเมืองหรือชุมชนที่ได้รับผลกระทบโดยตรงจากขยะถุงพลาสติก เช่น เมืองท่องเที่ยว โดยมีปัจจัยความสำเร็จที่สำคัญคือความมุ่งมั่นและเสียสละของผู้ดำเนินการ บทความวิชาการนี้นำเสนอประสบการณ์ในการดำเนินมาตรการทางนโยบายเพื่อลดการใช้ ถุงพลาสติกของประเทศต่าง ๆ วิเคราะห์จุดแข็งและจุดอ่อนของแต่ละมาตรการ และนำเสนอแนวทางการนำไปประยุกต์ใช้สำหรับประเทศไทย

Many countries are concerned about the high usage and environmental impact of plastic bags, especially from t-shirt bags made from high-density polyethelene. Many policy mea sures have been implemented to reduce the degree of the problem, including regulatory and voluntary approaches. Some countries have chosen to implement either regulatory or voluntary approach, while others have implemented both approaches. Based on past experience, it was found that the regulatory approach led to a higher reduction of plastic bag usage. However, when the volutary approach was implemented at the city or community level, it yeilded good results as well, especially in the city or community that has experienced a negative impact from the waste of plastic bags, such as tourist destinations. One of the important factors affecting the success of platic bag reduction at the city or community level is the inspiration and dedication of the campaigners. This article summarizes the policy measures implemented by serveral countries to reduce the use of plastic bags, analyzes the strengths and weaknesses of each measure, and proposes options suitable for the context of Thailand.
