การวิจัยเชิงคุณภาพครั้งนี้มีวัตถุประสงค์เพื่อศึกษาอุปสรรคและแนวทางในการกำหนดตัวชี้วัดด้านการตั้งถิ่นฐานและความมั่นคงของมนุษย์เพื่อการปรับตัวต่อการเปลี่ยนแปลงสภาพภูมิอากาศในประเทศไทย โดยใช้ข้อมูลเชิงเอกสารและข้อมูลจากการสัมภาษณ์เชิงลึกจากผู้แทนหน่วยงานด้านการตั้งถิ่นฐานและความมั่นคงของมนุษย์ในประเทศไทย จำนวน 10 แห่ง ผลการวิเคราะห์แสดงให้เห็นว่าโครงสร้างระบบบริหารราชการไทยยังเป็นปัจจัยหลักที่ทำให้หน่วยงานด้านการตั้งถิ่นฐานและความมั่นคงของมนุษย์หลายแห่งยังขาดความเข้าใจและยังไม่กำหนดตัวชี้วัดเกี่ยวกับการปรับตัวต่อการเปลี่ยนแปลงสภาพภูมิอากาศ อย่างไรก็ตามหน่วยงานเหล่านี้ยังจำเป็นต้องอาศัยกลไกเชิงสถาบัน เพื่อทลายข้อจำกัดด้านแรงเฉื่อยเชิงสถาบัน รวมถึงสร้างสภาพแวดล้อมที่เหนี่ยวนำให้เกิดการกำหนดตัวชี้วัดและนโยบายเกี่ยวกับการปรับตัวต่อการเปลี่ยนแปลงสภาพภูมิอากาศได้อย่างยั่งยืน ในขณะที่ตัวชี้วัดเกี่ยวกับกรณีดังกล่าวควรประกอบด้วย 5 ประเด็น ได้แก่ 1) ผังเมือง 2) โครงสร้างพื้นฐาน 3) กลไกสำหรับการป้องกันและเตรียมรับมือกับภัยพิบัติ 4) กลไกการคุ้มครองและการช่วยเหลือทางสังคม 5) คุณภาพชีวิตของสมาชิกในสังคม
