การพัฒนาศักยภาพชุมชนในการปรับตัวต่อปัญหาภัยแล้ง: กรณีศึกษาชุมชนสายทอง อำเภอป่าโมก จังหวัดอ่างทอง

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาถึงปัญหาภัยแล้งและการปรับตัวของชุมชนสายทอง อำเภอป่าโมก จังหวัดอ่างทอง พัฒนาศักยภาพและวิเคราะห์บริบทที่มีผลต่อการปรับตัว ตลอดจนเสนอแนวทางการปรับตัวที่มีประสิทธิภาพมากขึ้น เก็บรวบรวมข้อมูลโดยการสัมภาษณ์ผู้นำชุมชนและประชาชนและการสังเกตการณ์ในพื้นที่ ผลการศึกษาพบว่าชุมชนสายทองประสบปัญหาการขาดแคลนน้ำสำหรับทำการเกษตรในฤดูแล้งติดต่อกันหลายปี ระดับความเสี่ยงจากภัยแล้งอยู่ในระดับสูง การดำเนินการที่มีการริเริ่มโดยผู้นำชุมชน ได้แก่ การทำโคก หนอง นา โมเดล และการเกษตรแบบใช้น้ำน้อย แต่ยังมีผู้ร่วมดำเนินการจำนวนน้อย ผลการพัฒนาศักยภาพพบว่าประชาชนมีความรู้ความเข้าใจและความตระหนักเกี่ยวปัญหาภัยแล้งเพิ่มขึ้นเล็กน้อย การวิเคราะห์บริบทของชุมชนพบว่าจุดแข็งที่สำคัญคือมีผู้นำบางคนที่กระตือรือร้นและมีความตั้งใจในการแก้ไขปัญหา จุดอ่อนคือยังมีประชาชนเพียงบางส่วนที่เข้ามาร่วมดำเนินการ และยังขาดงบประมาณ โอกาสคือหน่วยงานภาครัฐให้การสนับสนุนในด้านการอบรมให้ความรู้และเงินกู้ อุปสรรคสำคัญคือแนวทางการจัดสรรน้ำของหน่วยงานที่เกี่ยวข้อง แนวทางสำคัญในการพัฒนาการปรับตัวของชุมชนคือการที่ผู้นำชุมชนและประชาชนต้องมีบทบาทและมีส่วนร่วมมากขึ้นในการสร้างศักยภาพของชุมชนในการบริหารจัดการปัญหาด้วยตนเอง
