การดำเนินงานแก้ไขปัญหาในพื้นที่จังหวัดชายแดนภาคใต้: กรณีศึกษาโครงการซ่อมแซมบ้านเรือนราษฎรที่ยากจนและด้อยโอกาส จังหวัดชายแดนภาคใต้

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาปัญหาและอุปสรรคในการดำเนินงานโครงการซ่อมแซมบ้านเรือนราษฎรยากจนและด้อยโอกาสจังหวัดชายแดนภาคใต้ 2) ศึกษาผลการประเมินโครงการซ่อมแซมบ้านเรือนราษฎรยากจนและด้อยโอกาสจังหวัดชายแดนภาคใต้ และ 3) เพื่อนำเสนอรูปแบบการดำเนินงานโครงการซ่อมแซมบ้านเรือนราษฎรยากจนและด้อยโอกาสจังหวัดชายแดนภาคใต้ การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ประชากรที่ใช้ในการศึกษา คือ ครอบครัวราษฎรยากจนในพื้นที่จังหวัดชายแดนภาคใต้ที่ตกเกณฑ์ความจำเป็นพื้นฐาน (จปฐ.) ที่ผ่านการคัดเลือกบ้านเรือนราษฎรยากจนฯ และเจ้าหน้าที่ที่เกี่ยวข้องแบบเฉพาะเจาะจง จากผลการศึกษาพบว่า 1) สามารถช่วยเหลือปรับปรุงซ่อมแซมที่อยู่อาศัยให้แก่ประชากรเป้าหมายซึ่งเป็นราษฎรยากจนและด้อยโอกาสในพื้นที่จังหวัดชายแดนภาคใต้ จำนวน 1,988 หลัง คิดเป็นร้อยละ 100 2) ผลผลิตและผลลัพธ์ของโครงการสนับสนุนการแก้ไขปัญหาและพัฒนาศักยภาพประชากรเป้าหมายในพื้นที่จังหวัดชายแดนภาคใต้ ในภาพรวมอยู่ในระดับ ปานกลาง และ 3) ได้รูปแบบการดำเนินงานโครงการซ่อมแซมบ้านเรือนราษฎรที่ยากจนและด้อยโอกาสจังหวัดชายแดนภาคใต้ เพื่อเป็นแนวทางในการบริหารจัดการในอนาคตได้อย่างมีประสิทธิภาพ
