การใช้หลักธรรมาภิบาลของผู้บริหารกับการบริหารงานบุคคลในสถานศึกษาสังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อทราบ 1) การใช้หลักธรรมาภิบาลของผู้บริหารสถานศึกษาสังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 2) การบริหารงานบุคคลในสถานศึกษาสังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 และ 3) ความสัมพันธ์ระหว่างการใช้หลักธรรมาภิบาลของผู้บริหารสถานศึกษากับการบริหารงานบุคคลในสถานศึกษาสังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 โดยใช้โรงเรียนสังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 จำนวน 48 โรง เป็นกลุ่มตัวอย่าง ผู้ให้ข้อมูลประกอบด้วยผู้บริหารสถานศึกษา รองผู้บริหารฝ่ายบุคคล หรือหัวหน้าฝ่ายบุคคล และพนักงานครู รวมจำนวน 192 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามเกี่ยวกับการใช้หลักธรรมาภิบาลของผู้บริหารสถานศึกษา ตามระเบียบสำนักนายกรัฐมนตรี ว่าด้วยการบริหารกิจการบ้านเมืองและสังคมที่ดี พ.ศ. 2542 และแบบสอบถามเกี่ยวกับการบริหารงานบุคคลในสถานศึกษาสังกัดเทศบาล ตามหลักการบริหารงานบุคคลของโรงเรียนสังกัดเทศบาล สถิติที่ใช้ประกอบด้วยความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์สัมประสิทธ์สหสัมพันธ์ของเพียร์สัน

ผลวิจัยพบว่า

1. การใช้หลักธรรมาภิบาลของผู้บริหารสถานศึกษาสังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 โดยภาพรวมและรายด้านอยู่ในระดับมาก

2. การบริหารงานบุคคลในสถานศึกษาสังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 โดยภาพรวมและรายด้านอยู่ในระดับมาก

3. การใช้หลักธรรมาภิบาลของผู้บริหารกับการบริหารงานบุคคลในสถานศึกษาสังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 มีความสัมพันธ์กัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

THE GOOD GOVERNANCE APPLICATION OF ADMINISTRATOR AND PERSONNEL ADMINISTRATION IN MUNICIPALITY SCHOOLS UNDER THE LOCAL EDUCATION REGION V

The purposes of this research were to know 1) the good governance application of administrator in Municipality Schools under the Local Education Region 5. 2) the personnel administration in Municipality Schools under the Local Education Region 5 and 3) the relationship between applying the good governance application of administrator and the personnel administration in Municipality Schools under the Local Education Region 5. The samples were 48 in Municipality Schools under the Local Education Region 5. The respondents consisted of a school administrator, an assistant personnel administrator and two teachers, with the total of 192 respondents. The research instrument used was a questionnaire concerning the principles of good governance according to the Policy Statement of Parliament 1999, and Principles of personnel administration in Municipal Schools under the Local Education. The statistical used to analyze the data were frequency, percentage, mean, standard deviation and Pearson’s product moment correlation coefficient.

The findings of this research were as follow:

1. The good governance of administrator in Municipality Schools under the Local Education Region 5, as a whole and as individual, were at a high level.

2. The personnel administration in Municipality Schools under the Local Education Region 5, as a whole and as individual, were at a high level.

3. There was significantly relationship between the good governance application of administrator and personnel administration in Municipality Schools under the Local Education Region 5 at .01 level.
