ปัจจัยส่งเสริมและปัจจัยที่เป็นอุปสรรคต่อการบริหารโดยใช้โรงเรียนเป็นฐานของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) ปัจจัยส่งเสริมและปัจจัยที่เป็นอุปสรรคต่อการบริหารโดยใช้โรงเรียนเป็นฐานของสถานศึกษาขั้นพื้นฐาน 2) เพื่อทราบผลการยืนยันปัจจัยส่งเสริมและปัจจัยที่เป็นอุปสรรคต่อการบริหารโดยใช้โรงเรียนเป็นฐานของสถานศึกษาขั้นพื้นฐาน กลุ่มตัวอย่างประกอบด้วยโรงเรียนสังกัดสำนักงานคณะกรรมการสถานศึกษาขั้นพื้นฐาน 100 โรงเรียน ผู้ให้ข้อมูล คือ ผู้บริหารสถานศึกษา ครู ประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน ผู้แทน ผู้ปกครองในคณะกรรมการสถานศึกษาขั้นพื้นฐาน ผู้แทนองค์กรปกครองส่วนท้องถิ่นในคณะกรรมการสถานศึกษาขั้นพื้นฐาน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบสัมภาษณ์แบบไม่มีโครงสร้าง แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือความถี่ (frequency) ร้อยละ (percentage) ค่ามัชฌิมเลขคณิต (arithmetic mean) ส่วนเบี่ยงเบนมาตรฐาน (standard deviation) การวิเคราะห์ปัจจัยเชิงสำรวจ (exploratory factor analysis) และการยืนยัน ปัจจัยส่งเสริมและปัจจัยที่เป็นอุปสรรคต่อการบริหารโดยใช้โรงเรียนเป็นฐานของสถานศึกษาขั้นพื้นฐาน

ผลการวิจัยพบว่า

1. ปัจจัยส่งเสริมการบริหารโดยใช้โรงเรียนเป็นฐานของสถานศึกษาขั้นพื้นฐานประกอบด้วย 3 ปัจจัย คือ 1) ภาวะผู้นำ
ของผู้บริหารสถานศึกษา 2) การบริหารจัดการมีประสิทธิภาพ 3) นโยบายและมาตรฐานการบริหารงานชัดเจนและปัจจัยที่เป็นอุปสรรคต่อการบริหารโดยใช้โรงเรียนเป็นฐาน ประกอบด้วย 4 ปัจจัย คือ 1) ประสิทธิภาพการบริหารจัดการ 2) การพัฒนาครูและบุคลากร 3) การกำกับ ติดตาม ประเมินผล 4) การมีส่วนร่วม

2. ผลการยืนยัน ปัจจัยส่งเสริมและปัจจัยที่เป็นอุปสรรคต่อการบริหารโดยใช้โรงเรียนเป็นฐานของสถานศึกษา
ขั้นพื้นฐาน มีความเหมาะสม มีความเป็นไปได้ ถูกต้อง และสามารถนำไปใช้ประโยชน์ในสถานศึกษาขั้นพื้นฐานได้จริง

THE ENHANCED AND OFSTACLED FACTORS FOR SCHOOL-BASED MANAGEMENT
UNDER THE OFFICE OF BASIC EDUCATION COMMISSION.

The purposes of this research were to determine: 1) the enhanced and obstacled factors for school – based management under the office of basic education commission 2)comfirm the enhanced and obstacled factors for school–based management under the office of basic education commission.The samples were 100 primary schools under the office of education commission.The respondents were administrator,teachers,school–board chairemans, representative of adoptive parrent students,representative of local government organization. The instruments for collecting the data were opinionaires and feasibility in practice questionnaires. The statistics for analyzing the data were frequency, percentage,arithmatic mean, standard deviation, exploratory factor analysis, and ethnographic future research.

The results of this research found that :

1. The enhanced of school – based management under the office of basic education commission comprises 3 factors, : 1) leadership of administrators 2) efficiency of administration 3) policy and standard of administration and the obstacled for school – based management under the office of basic education commission comprises 4 factors, : 1) efficiency of administration 2) teachers and personals development 3) the monitoring and evaluation 4) the participation

2. The result of confirmation the enhancedand obstacled factors for school–based management under the office of basic education commission were found propriety, feasibility, accurary, utility under the office of basic education commission
