STRATEGY DEVELOPMENT OF THE DEPARTMENT OF RELIGIOUS AFFAIRS, MINISTRY OF CULTURE (B.E. 2566-2570)

This qualitative descriptive study aimed to: 1) analyze knowledge on religious policies and strategies from an international perspective; 2) assess the operational environment and development strategies of the Department of Religious Affairs (DRA); and 3) formulate a 5-year strategic plan (2023–2027) for the DRA. Data was collected through structured in-depth interviews, open-ended questionnaires, and consultation meetings. Key informants included 22 representatives from monastic communities, religious organizations, civil society, cultural officers, and senior DRA officials. Additionally, 55 representatives from provincial cultural offices, religious organizations, and related networks, as well as 78 administrators and staff from the DRA, were consulted. Findings revealed that international religious policies focus on violence prevention, gender equality, and interfaith cooperation. The DRA's environment is characterized by a strong organizational culture but faces structural and budgetary challenges. Key development approaches identified include organizational restructuring, workforce enhancement in religious expertise, budget integration with other agencies, and public participation promotion. The 5-year strategic plan emphasizes four main areas: 1) promoting morality and ethics to improve quality of life; 2) supporting religious activities and fostering interfaith relations for social peace; 3) preserving and promoting religious ceremonies and cultural heritage; and 4) enhancing the department's management for operational excellence. These findings highlight the need for a coordinated effort in religious management, aiming for societal harmony through strategic development and multi-stakeholder collaboration.
