Resilient City: Upgrading Old Towns through Community Participation under the Framework of Tourism

Abstract

This article investigates the revitalization of historic urban areas through community participation within the context of resilient cities, with a focus on tourism development. Drawing upon an analysis of diverse sources including documents, scholarly articles, research papers, and case studies, the study identifies three key issues. Firstly, it delineates three distinct phases in the management of old city conservation: the reconstruction era, characterized by building upon past experiences; the era of change, marked by the initiation of preservation efforts in conjunction with various agencies; and the era of upgrading, featuring the development of activities and the integration of technological advancements. Secondly, the study introduces the "Set: Build: Add" concept, which utilizes the area's inherent "capital" as a framework for enhancing the old city region, with a particular emphasis on community engagement (Social Lab) across all sectors. Thirdly, a framework is proposed for adapting to the dynamic process of transforming old cities into resilient entities amidst fluctuating conditions, aiming to mitigate risks, preserve local culture for future generations, and enhance quality of life through the creation of a culturally rich environment wherein the old and new coexist harmoniously, aligned with the mechanisms of tourism evolution.
