Developing measures to protect the para rubber system under the Rubber Control Act, B.E. 2542

Abstract

This research aims to study problems and obstacles related to measures in the Rubber Control Act B.E. 2542 to protect the para rubber system. The research process consisted of two steps:

 1) interviewing 400 people involved in the para rubber system, namely farmers, entrepreneurs, and exporters in each region of the province with the most rubber planting; 2) having a group discussion on the issues of the rubber Control Act, B.E. 2542; officials involved in the rubber industry joined the group discussion. The study found that The Rubber Control Act of 1999 is a tool for managing the rubber industry system. Legal mechanisms cause obstacles to the development of the para rubber system, causing an impact on the production, business, and export of para rubber.

           The results showed that The Rubber Control Act B.E. 2542 should be improved to improve the issue of rubber propagation. Asking for permission to pass through the customs and the validity of the license Packaging of rubber for efficient exportation may lead to the protection of the para rubber system.
