Cultural Heritage Conservation and Economic and Tourism Development in Xi’an

Abstract

This article aims to analyze the role of historical and cultural heritage conservation in the economic and tourism development of Xi’an, China. It examines Xi’an as a historic city endowed with significant cultural capital, including the Xi’an City Wall, the Terracotta Army, the Giant Wild Goose Pagoda, and its historic urban areas. The article synthesizes concepts related to cultural heritage conservation, historic urban landscapes, cultural tourism, and sustainable development to explain the relationship between heritage conservation, economic value creation, urban image-building, and tourism experiences. The analysis indicates that Xi’an’s cultural heritage functions not only as historical evidence but also as cultural capital capable of promoting the creative economy and service industries. However, urban expansion, the commercialization of heritage spaces, and contemporary tourist behavior may affect the authenticity and sustainability of heritage sites. Therefore, the article proposes that Xi’an’s urban development should be pursued through heritage-based urban planning, the appropriate application of technology, community participation, and policy governance that maintains a balance between heritage conservation and long-term economic development.
