Social Capital of Local Administrative Organization in Providing Justice to the Community

Abstract

This research has objectives to study and analyze roles, duties, and execution of local administrative organization regarding justice facilitation for communities, and to study relations between social capital and justice facilitation of local administrative organization by conducting qualitative research with case study characteristic. There are 3 local administrative organizations, namely, Raikhing Municipality, Salaya Subdistrict Administrative Organization and Laem Yai Subdistrict Administrative Organization, that have been studied by sample group selection from group conversation (focus group) with dignitaries of Provincial Justice Offices. After that, field research has been employed with in-depth interview and focus group with experts for the second time. Study results have shown that all 3 local administrative organizations have vigorous roles in justice facilitation for communities since they have determined strategy on social development, social community organization, and peacekeeping operation within development plan of each organization. This clearly demonstrates that these organizations pay attention to issues regarding peacebuilding, criminal prevention, well-being, local security. And if any dispute occurs, the people shall be able to access judicial proceedings easily, then social inequality is decreased through habitual mission of Subdistrict Community Justice Centre. Factors that promote successful justice facilitation execution are considered social capital, and they can be divided in 2; social capital deriving from intra-organizational factor, such as, organization leader, capacity and capability of civil servants, potential of the organization, and social capital deriving from factors outside of the organization, such as cooperation among external parties, strength of civil sector and participation.
