The Efficiency Improvement of Police Station Investigation Management under Pathum Thani Provincial Police Division

Abstract

The inquiry officers are the core of the criminal justice process, whom play an essential role in social safety and public order maintainers. In order to bring justice to society, the investigation of the police station is the first step toward the criminal justice system. This research is a qualitative study. Its purpose is to study the problems and obstacles in management efficiency and the guidelines for improving the investigation efficiency of the police station in the Pathum Thani Provincial Police Division. Additionally, there are 39 participants gave out vital information, the key informants were divided into two groups, which are 29 police officers and former police officers, whereas the other 10 were civilians. The study found that the most important investigation management factors is staffing factor, which affected to investigation management, followed by budget factor and administrative directing factor. On the other hand, reporting factors in which key informants projected in the one direction. Additionally, in term of investigation management efficiency factors found that the speed of the investigation process is not as fast as it should be satisfied. Moreover, the length of time for legal proceedings factor found that the prosecution period is limited, which may cause the inquiry file to be incomplete, affecting fairness. Next, the investigation process transparency factor found that the investigation is a secret process and could not be disclosed to the public, which may cause the involved to be distrustful in the conduct of the investigation. Furthermore, the sufficiency of the inquiry officers, it was found that large and medium-sized police stations were insufficient the inquiry officers to serve the public. In addition, the obstacles to investigation management are divided into four areas: personnel, budget, materials, equipment/technology, and information management. The study also proposed guidelines for improving the efficiency of investigation and management in police stations in the Pathum Thani Provincial Police Division.
