The Knowledge Development of Investigators in the Use of Confidential Informant for Drug Cases: Under the Project of Health Development and Quality of Life Improvement for Police Officers by the Health Organization Concept (Happy Brain)

Abstract
The purposes of this research are to study the operational skills of the investigators in the use of confidential informant for drug investigation and to propose the guidelines on how to improve the operational skills of the investigators in drug cases.
The research demonstrated that the operational skills of the investigators in utilizing confidential informant for drug cases are processed in 7steps: (1) Planning (2) Evidence Preparation (3) Departing for the approach (4) Seizing (5) Documenting of seizure (6) Delivering the accused person to inquiry officer (7) Preparation to be the court witness. All proposed 7 steps required the investigator to be self-developed and knowledge expansion in the area of interrogation, regconization, intelligence and law in order to improve the operation skill. Most of the investigators are accustomed to the methods of using confidential informant; however, there are obstacle and problem to perform the sting operation for drug seizure. (1) The investigators have never called any confidential informant to testify as a court witnesses along with the police officers who arrested offenders due to the confidential informant’s safety. (2) The special investigation measures according to the Drug Procedure Act B.E. 2007, such as undercover operation and controlled delivery, are not being used for drug suppression at the police station level.
The guidelines for the development of operational skills for the investigators in the use of the sting operation to catch drug dealers are to focus on regular training for police officers who work on drug suppression. The training program should invite officials in the judicial processes such as judges, public prosecutors, and officers of the Office of the Narcotics Control Board as part of the instructors to provide police officers with higher level of drug knowledge and legal facts. Moreover, high-level police superiors must support various operational factors such as personnel, budget, as well as necessary equipment to perform drug suppression operations in order to enhance the operation’s efficiency.
