Traffic Management to Reduce Accidents

Abstract

         The objectives of this research are to study (1) the problems and obstacles on safety management of land traffic in Thailand and (2) guidelines of traffic management in problem solving of the land traffic accident. This work is a qualitative research done by document review, surveying the traffic procedure of the targeted areas in 5 provinces, including Bangkok Metropolis, Khonkaen, Chiangmai, Surat Thani, and Chonburi. The research tools were composed of (1) In-depth interview of the targeted population who work as the head of relevant departments for accident reduction agencies in central such as Department of Disaster Prevention and Mitigation, Department of Land Transport, Department of Highways, Bangkok Metropolitan Administration and Royal Thai Police and provincial organizations which are the Provincial Road Safety Director, Chief of Provincial Disaster Prevention and Mitigation Office, Provincial Land Transport Office, Office of Highway District, the Director of the Technician Division of the Provincial Administrative Organization, Municipality and Traffic inspector as a group of 35 samples, (2) group conversation among the targeted populations of Chief Representatives and Operation Officer from Department of Land Transport, Ministry of Transport, Traffic Police Division and Department of Disaster Prevention and Mitigation as a group 10 samples and (3) seminar and review by the experts of traffic accident troubleshooting of Thailand in a group of 10 samples.


         From the result of this research, it was found that (1) the main problem on safety management of land traffic in Thailand is the lacking of responsible center, traffic data handling, integration among organizations and budgets. Research committee was proposed to be a person in charge of land traffic safety management. (2) The main obstacles of safety management of land traffic in provincial organizations are the limitation of knowledge to handle of road safety plan and the lack of coordination and role with local organizations to tackle the problems. Moreover, behavior of car users is considered and included in the problem. The policy and planning from relevant organizations were proposed to facilitate and comply between each other. In addition, Traffic Court must be established.
