Educational Institutute Administration Strategy in Highland Areas of Educational Opportunity Expansion School of Bo Luang Educational Quality Development Network Group under Chiang Mai Elementary Educational Service Area Office 5

Abstract
The purposes of this research were to study the strategy and guidelines for the educational institute administration in Highland Areas of Educational Opportunity Expansion School of Bo Luang Educational Quality Development Network Group under Chiang Mai Elementary Educational Service Area Office 5. The populations were 98 administrators and teachers of Educational Opportunity Expansion School of Bo Luang Educational Quality Development Network Group under Chiang Mai Elementary Educational Service Area Office 5 in the academic year of 2022, selected through the purposive sampling method. The research instruments were questionnaires and group discussions. The quantitative data were analyzed by the statistical methods of means, standard deviations, and the qualitative data were analyzed by content analysis.
The results showed that: 1) the Educational Institute Administration Strategy in Highland Areas of Educational Opportunity Expansion School of Bo Luang Educational Quality Development Network Group under Chiang Mai Elementary Educational Service Area Office 5, in overall and all aspects were at a high level 2) Guidelines for the development of the Educational Institute Administration Strategy in Highland Areas of Educational Opportunity Expansion School of Bo Luang Educational Quality Development Network Group consisted of four key aspects as follows: 2.1) Academic affairs management should create knowledge, understanding, working process, academic management focused on achievement. 2.2) Budget management should promote knowledge, understanding and exchange of knowledge about budget management according to the principles of good governance and adopt the quality cycle (PDCA) to budget management through personnel participation. 2.3) Human resource management should facilitate knowledge exchange with successful school in human resource management and then adapted according to the context of the school including developing personnel development plans and personnel performance indicators accordingly. 2.4) General administration should strengthen and create work participation by applying the principles of teamwork.
