A Study of management in structural change Department of Civil Aviation and Civil Aviation Safety Approach to International Civil Aviation Organization Standards of Civil Aviation Authority of Thailand

Abstract

This research aimed (1) to study an administration and structural change of the Civil
Aviation Department (Formerly) to be the Civil Aviation Authority of Thailand (CAAT) at present and
(2) to study the causes of problems investigated by the International Civil Aviation Organization
(ICAO) has been found defects in civil aviation safety standards leading to a reduction in the level
of credibility of the country also (3) to study the guidelines for solving the problems of civil aviation
deficiencies in the country and the cooperation in solving civil aviation defected from relevant
agencies in the civil aviation sector of the country. This research was a qualitative research using
semi-structured in-depth interview and documentary research, focusing on qualified executives and
related experts who were responsible for overseeing the important or relevant policy of civil aviation
of Thailand on the management of civil aviation safety standards of 12 persons. The study found
that Civil aviation problems that foreign agencies have reduced the civil aviation safety standards
of the country mainly is that the country's civil aviation regulatory authorities did not adjust the
organization's changes to meet the standards setting by the foreign civil aviation regulatory agencies
previously notified. The most important of the main problem was The Civil Aviation Authority of
Thailand (CAAT) did not amend the law to supervise sufficiently in accordance with ICAO standards
including the issues of people, manuals, and knowledge were not sufficient for supervision.
These did not sufficient for integrated with the agencies involved in the country's civil aviation.
