การบริหารองค์กรปกครองส่วนท้องถิ่นกับการบริการประชาชน : กระบวนการเคลื่อนไปสู่ความเป็นอยู่ที่ดี

 (Local Government Administration and Services for People: Process of Moving Forward to Well-Living)

บทคัดย่อ

            บทความนี้เป็นการสังเคราะห์วิทยานิพนธ์ระดับมหาบัณฑิต จำนวน 6 เรื่อง มีจุดประสงค์เพื่อศึกษาความเข้าใจบทบาทขององค์กรปกครองส่วนท้องถิ่นในการทำหน้าที่ให้บริการ ความพึงพอใจของประชาชน พร้อมทั้งทราบปัญหาอุปสรรคที่เกิดขึ้น และได้ข้อเสนอแนะในการเพิ่มขีดความสามารถในการบริหารและการบริการประชาชนขององค์กรปกครองส่วนท้องถิ่น ผลการสังเคราะห์ พบว่า องค์กรปกครองส่วนท้องถิ่นยังไม่สามารถดูแลให้บริการประชาชนอย่างทั่วถึง เนื่องจากมีภาระงานที่หลากหลาย และยังมีขีดความสามารถในการบริหารตามหลักธรรมาภิบาลระดับปานกลางขึ้นไป สำหรับข้อเสนอแนะเพื่อนำไปสู่การใช้ประโยชน์ต่อไป องค์กรปกครองส่วนท้องถิ่นควรใช้หลักธรรมาภิบาลในการบริหารงานเพิ่มมากขึ้น โดยเฉพาะด้านความโปร่งใส ด้านหลักความรับผิดชอบ และด้านหลักความคุ้มค่า รวมทั้งประชาชนในพื้นที่ต้องให้ความสำคัญกับการเลือกสรรตัวแทนที่มีความเหมาะสมมากขึ้น

Abstract

            This article is the synthesis of 6 theses of master education and aims to understand the roles of local government organization on service functions for people’s satisfaction and theirs problems and obstacles occurred, and propose the guidelines for increasing the competency for administration and services for people of the local government organization. The results of the synthesis stated that the local government organization could not serve people thoroughly due to various functions and its competency according to the principles of good governance was at moderate level. Also, the recommendation for further benefits stated that the principles of good governance should be more applied especially on transparency, accountability and cost-effectiveness aspects. Moreover, the people in the areas should signify more appropriate election of the representatives.
