GUIDELINES OF THE INFORMATION TECHNOLOGY MANAGEMENT IN THE SECONDARY SCHOOLS UNDER THE OFFICE OF THE SECONDARY EDUCATIONAL SERVICE AREA 23

บทคัดย่อ

            การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัญหาและความต้องการการบริหารจัดการเทคโนโลยีสารสนเทศของโรงเรียนมัธยมศึกษาฯ 2) เปรียบเทียบการบริหารจัดการเทคโนโลยีสารสนเทศของโรงเรียนมัธยมศึกษาฯ และ 3) หาแนวทางการบริหารจัดการเทคโนโลยีสารสนเทศของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 โดยประชากรและกลุ่มตัวอย่างที่ใช้ในการวิจัย คือ โรงเรียนมัธยมศึกษา จำนวน 45 โรงเรียน ส่วนผู้ให้ข้อมูลสำคัญ ประกอบด้วย ผู้บริหาร และครู รวมจำนวน 315 คน  เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบสถิติค่าที และการทดสอบความแปรปรวนทางเดียว

            ผลการวิจัยพบว่า

                 1. สภาพปัญหาการบริหารจัดการเทคโนโลยีสารสนเทศของโรงเรียนมัธยมศึกษาฯ โดยภาพรวมอยู่ในระดับมาก โดยด้านที่มีสภาพปัญหามากที่สุด คือ ด้าน การบริหารงบประมาณ รองลงมา คือ ด้านการบริหารวิชาการ ส่วนความต้องการการบริหารจัดการเทคโนโลยีสารสนเทศของโรงเรียนมัธยมศึกษาฯ มีภาพรวมอยู่ในระดับมากที่สุด โดยด้านที่มีความต้องการมากที่สุด คือ ด้านการบริหารวิชาการ (รองลงมา คือ ด้านการบริหารงบประมาณ)

                 2. เปรียบเทียบสภาพปัญหาการบริหารจัดการเทคโนโลยีสารสนเทศของโรงเรียนมัธยมศึกษาฯ จำแนกตามตำแหน่งไม่แตกต่างกัน แต่จำแนกตามขนาดโรงเรียนแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนความต้องการ
การบริหารจัดการเทคโนโลยีสารสนเทศของโรงเรียนมัธยมศึกษาฯ จำแนกตามตำแหน่งแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และจำแนกตามขนาดโรงเรียนก็แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เช่นกัน

                 3. แนวทางการบริหารจัดการเทคโนโลยีสารสนเทศโรงเรียนมัธยมศึกษาฯ มีแนวทางประกอบด้วย 1) ด้าน
การบริหารงานวิชาการ คือ โรงเรียนมัธยมศึกษาควรนำเทคโนโลยีสารสนเทศมาใช้ในการวัดผลประเมินผลและเทียบโอนผลการเรียนนักเรียน และควรนำเทคโนโลยีสารสนเทศมาใช้ในงานพัฒนากระบวนการเรียนรู้ 2) ด้านการบริหารงบประมาณ เช่น โรงเรียนมัธยมศึกษาควรนำเทคโนโลยีสารสนเทศมาใช้ในงานบริหารพัสดุและสินทรัพย์การบัญชี และควรนำเทคโนโลยีสารสนเทศมาใช้ในการตรวจสอบติดตามประเมินผลการใช้เงินและผลการดำเนินงาน 3) ด้านการบริหารงานงานบุคคล คือ โรงเรียนมัธยมศึกษาควรนำเทคโนโลยีสารสนเทศมาใช้ในการวางแผนอัตรากำลังและกำหนดตำแหน่ง และควรนำเทคโนโลยีสารสนเทศมาใช้ในงานสรรหาและบรรจุแต่งตั้ง และ 4) ด้านการบริหารงานทั่วไป คือ โรงเรียนโรงเรียนมัธยมศึกษาควรนำเทคโนโลยีสารสนเทศมาใช้ในการดำเนินธุรการเพื่อเพิ่มประสิทธิภาพในงานธุรการ และควรนำเทคโนโลยีสารสนเทศมาใช้ในงานพัฒนาระบบและเครือข่ายข้อมูลสารสนเทศ เป็นต้น

ABSTRACT

            This study aimed 1) to investigate problem and requirement of the information technology management in the secondary schools, 2) to compare the information technology management in the secondary schools and 3) to investigate guidelines of the information technology management in the secondary schools under the Office of the Secondary Educational Service Area 23. The population and samples used in the study consisted of 45 secondary schools and informants included 315 school administrators and teachers. The research instruments were a questionnaire, percentage, mean, standard deviation, t-test and One-Way ANOVA.

            The findings were as follows:

                 1. The problem states of the IT management in the secondary schools were at the high level in general. The highest problem state was the budget affairs management and the academic affairs management respectively. The needs on the IT management of the secondary schools were at the highest level while the lower was the budget affairs management.

                 2. The comparison of the problem states of the IT management at the secondary schools classified by position showed no significant differences. When classified by school size, it was found that it was different at the .01 level of significance. In case of the needs of the IT management in the secondary schools classified by position, it was determined that they were significantly different at the .01 level. When classified by school size, it was different at the .01 level of significance.

                 3. The guidelines of the IT management at the secondary schools included: 1) On the academic affairs management: The schools should apply the IT management in measuring, evaluating as well as transferring the student learning scores and use IT in developing learning processes. 2) On the budget affairs management: The schools should employ IT in managing materials and asset along with accounting and apply IT in checking, monitoring and evaluating the money spending as well as performance effects, 3) On the personnel affairs management: The schools should employ IT in planning manpower and position designation and IT should be applied in recruiting and assigning position, and 4) On the general affairs management: The schools should use IT in managerial affairs to enhance efficiency and also apply IT in system development as well as information network.
