Abstract

The purposes of the study were to examine the oversight problems faced by the local Thai government and to seek the appropriate guidelines for the oversight of the local Thai government through document research, case study synthesis, key informant interviews, and focus group discussions with local and legal scholars, administrators, and local civil service officers. The findings revealed that: 1) The local government’s oversight issues were due to the misinterpretation of the authority and local independence interference by the inspectors, such as the Office of the Auditor General of Thailand, the Council of State, Department of Local Administration, and the Ministry of Interior, which showed a failure to comply with the spirit of the constitutional law and the establishment of local government law; 2) The appropriate oversight needed for local Thai government was joint oversight integration of three organizations: the government, the local government (Council), and citizens. The government should allow the local government freedom to operate legally, and consider the requirements of each local area, and the beneficial outcomes for local people and the nation. The oversight of local councils could check and balance the work and the power of the executive branch. Oversight by the citizens should begin with elections, and by formulating policies that meet the needs and problems of local people, joint operations and work inspection on executive and legislative branches, and corresponding complaints, and maintaining and strengthening citizen-directed power to revoke policies if the actions of both parties have a detrimental effect on the locality.
