The Influence of Good Governance towards the Functional Achievement of Village and Sub-district Headmen in Sakon Nakhon Province

Abstract

The purposes of this research were to 1) study the levels of good governance and the functional achievement of village and sub-district headmen in Sakon Nakhon province (VSHSN), 2) study the influence of good governance towards the functional achievement of VSHSN, and 3) seek for guidelines for the development of good governance and functional achievement of VSHSN. The quantitative research’s population were 1,194 VSHSN. The samples were 300 VSHSN obtained by simple random sampling. The research instrument used in quantitative data collecting was a questionnaire. Statistics used in quantitative data analysis were frequency, percentage, mean, standard deviation, and multiple regression. The target groups for in depth-interview were 8 experts. Structural interview form was used for qualitative data collecting. Then, content analysis was used for qualitative analysis.

The research findings were as follows:

1. The opinion on the level of overall good governance of VSHSN was at high level The aspects that gained the highest mean score were the principle of accountability the principle of participation and the principle of value for money respectively. Overall functional achievement of VSHSN was at high level The aspects that gained the highest mean score were ruling and maintaining peace and order the aspect of registration and the aspect of conservation of natural resources and the environment respectively.
2. The good governance effected to the functional achievement of VSHSN. The correlation coefficient was .396, with a correlation coefficient of .140. It was also found that the influence of good governance was able 70 percent to predict the level of functional achievement of VSHSN. The other 84.30 percent was influenced by other variables. When considered each side, it was found that good governance in the rule of law and the cost-effectiveness effected to the functional achievement of VSHSN, statistically significant at the .05 level.
3. The guidelines for the development of good governance consisted of 3 aspects: 1) the principle of value for money, 2) the principle of behaving with integrity, and 3) the principle of transparency; and the guidelines for functional achievement of VSHSN development consisted of 3 aspects: 1) conservation of natural resources and the environment, 2) professional development and promotion, and 3) dealing with criminal cases.
