Roles of Local Government Organizations in Promoting and Developing Sustainable Quality of Life for Ethnic Groups

Abstract

This research paper aims to analyze the roles and duties of local administrative organizations in promoting and developing the quality of life of ethnic groups and to propose policy proposals on the promotion and development of the quality of life of ethnic groups in reducing the effects of unequal practices within the country to local governments and related agencies. Using qualitative research method, data collection by study from documentary research and interviews with practitioners or executives of Provincial Administrative Organizations or Sub-District Administrative Organizations with results in development and promotion of the quality of life of ethnic groups was outstanding.

The results showed that the role of local government organizations in accordance with the law in promoting and improving the quality of life of ethnic groups corresponds to the eight indicators of the quality of life, namely food and nutrition, health, education, environment, income, employment, women's status and housing, with both direct and indirect roles. As for the model/guidelines for the implementation of the local administrative organizations on the promotion and development of the quality of life of ethnic groups consisted of 3 approaches: (1) the implementation guidelines for the promotion and development of the quality of life of ethnic groups according to the legal authority. (2) guidelines for the promotion and development of the quality of life of ethnic groups by using the status of representatives of the people in the area. (3) the implementation guidelines for the promotion and development of the quality of life of ethnic groups by relying on culture, tradition, or power within the community. 4) Urgently amending legal restrictions to enable local governments to have a formal mechanism to provide equal services to disadvantaged groups for a long time.
