แนวทางการพัฒนาเมืองอุตสาหกรรมเชิงนิเวศในพื้นที่เทศบาลเมืองมาบตาพุด Guidelines for eco-industrial town development in the Map Ta Phut municipality
บทคัดย่อ
การวิจัยเชิงคุณภาพ เรื่องแนวทางการพัฒนาเมืองอุตสาหกรรมเชิงนิเวศในพื้นที่เทศบาลเมืองมาบตาพุด มีวัตถุประสงค์ เพื่อศึกษาความเปลี่ยนแปลงในมิติด้านต่างๆ จากการพัฒนาอุตสาหกรรมในพื้นที่ และเพื่อเสนอแนวทางในการพัฒนาเมืองอุตสาหกรรมเชิงนิเวศในพื้นที่ โดยการศึกษาข้อมูลจากเอกสาร และการสัมภาษณ์แบบซึ่งหน้า (Face to Face Interview) ผู้ที่มีส่วนเกี่ยวข้องและผู้มีส่วนได้ส่วนเสีย และนำข้อมูลที่ได้มาทำการวิเคราะห์โดยใช้การตรวจสอบสามเส้า และการวิเคราะห์สภาพแวดล้อมภายในและภายนอก (SWOT Analysis) ผลการศึกษาพบว่า การพัฒนาโครงสร้างพื้นฐานของเมืองมาบตาพุดเป็นไปได้ช้ากว่าการเติบโตอย่างรวดเร็วของเมือง เนื่องจากการพัฒนาอุตสาหกรรมในพื้นที่ประกอบกับความซับซ้อนของการบริหารจัดการพื้นที่ส่งผลให้เกิดปัญหาทั้งทางด้านสิ่งแวดล้อมและสังคมตามมา จากการวิเคราะห์ข้อมูลทำให้ได้ประเด็นกลยุทธ์ในการพัฒนาเมืองอุตสาหกรรมเชิงนิเวศในพื้นที่เทศบาลเมืองมาบตาพุด 8 กลยุทธ์ และได้แนวทางการพัฒนาเมืองอุตสาหกรรมเชิงนิเวศในพื้นที่ 17 แนวทาง
The objectives of this qualitative study were to study the changes in the industrial development in the Map Ta Phut municipality in various dimensions, and to suggest guidelines for eco-industrial town development in that municipality. This research relied on document reviews from different sources and face-to-face interviews with the involved people and stakeholders of this eco-industrial town. The data obtained from the study were analyzed using triangulation and SWOT analysis so as to determine the guidelines for eco-industrial town development in the Map Ta Phut municipality. The study found that the city’s infrastructure development was slower than the rapid growth of the town because of the industrial development in the area, including the complexity of the area management, leading to environmental and social problems subsequently. The study provides 8 strategic issues leading to 17 desired guidelines for eco-industrial town development in the Map Ta Phut municipality.
