องค์กรปกครองส่วนท้องถิ่นกับการจัดการขยะที่ดี: ศึกษากรณีเทศบาลตําบลเทพกระษัตรี

บทคัดย่อ

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาวิเคราะห์องค์กรปกครองส่วนท้องถิ่น ตัวอย่างที่มีการจัดการขยะที่ดี ในด้านผลสำเร็จ การดำเนินการจัดการ และบทเรียนที่ได้จาก การดําเนินงาน 2) ศึกษาปัจจัยที่นำไปสู่ความสำเร็จในการจัดการขยะขององค์กรปกครองส่วนท้องถิ่นดังกล่าว ผลการศึกษาพบว่า เทศบาลตำบลเทพกระษัตรี ดำเนินโครงการจัดการขย ะอย่าง ต่อเนื่อง เริ่มต้นด้วยการรณรงค์ให้ประชาชนคัดแยกขยะ โดยมีชุมชน บ้านบ่อกรวดที่จัดการ ขยะรีไซเคิลและเศษอาหารได้เป็นอย่างดี มีโรงปุ๋ยอินทรีย์ ต่อมาเทศบาลจัดทำโครงการถนน ปลอดถังขยะ โดยขอความร่วมมือจากประชาชน ให้เก็บขยะไว้ในบ้านแล้วนัดเวลากับ เทศบาลในการจัดเก็บขยะ การดําเนินโครงการดังกล่าวได้ผลดี ประชาชนให้ความร่วมมือ สามารถลดถังขยะที่ตั้งบนถนนสายหลักไปได้เกือบหมด อย่างไรก็ตามชุมชนที่ดำเนินการ จัดการขยะได้อย่างเป็นรูปธรรมมีเพียงชุมชนบ้านบ่อกรวดเท่านั้น

The objectives of this study were: 1) to study and analyze solid waste management of an acknowledged local authority in terms of its achievements, practices and lessons learned; and 2) to analyze factors affecting its solid waste management performances. The local authority selected for this study was Thepkrasattree Municipality, Phuket. Data were collected by interviewing municipality’s administrators and officers, local communities’ leaders, and through observation, and document review. It was found that Thepkrasattree Municipality has continuously operated a solid waste management project. It started by conducting campaigns on garbage separation. Baan Bor Kruad Community was quite outstanding in recycling and garbage management with an effective composing plant. The municipality then initiated a Road without Rubbish Bin Project by requesting residents to keep the rubbish in their houses until the trucks came. The project was quite successful that there were only few bins left along the main road. However, Baan Bor Kruad Communinty was the only one with concrete success.
