Abstract

The problem of Water Resources Allocation has been increased regularly from the past until present, causing environmental conflicts in the society. Meanwhile, public participation is considered as an important principle that can solve water resources management problem. The objectives of this study are to study public participation practice in water resources management; and, to propose guidelines for promoting public participation for sustainable water resources management. This study is a qualitative research. The literature review and semi-structured interview with stakeholders were applied to collect data. The result of the study found that most people in the affected area are given insufficient project information because the project developer only provided information to community leaders. As a result, most people were unable to access accurate information. The administration of the authority was top-down style. Thus, most people were not given enough opportunities to participate in Water Resources Management, therefore, public participation was at low level. For the guidelines to promote public participation, the project developer should provide information that is clear, and easy to access. The developer should give opportunities to all stakeholders to share their opinions and the authority should change the administration style from top-down to bottom-up. Finally, the developer should provide information that is accurate and open to public, as well as promoting a higher level of public participation that will lead to sustainable Water Resources Management.
