ผลสัมฤทธิ์ของการนำนโยบายที่เกี่ยวข้องกับการจัดสวัสดิการสังคมเพื่อความเสมอภาคของผู้สูงอายุไปปฏิบัติในจังหวัดขอนแก่น

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษากลไก และกระบวนการของหน่วยงานที่เกี่ยวข้องกับการนำนโยบายที่เกี่ยวข้องกับการจัดสวัสดิการสังคม และศึกษาผลสัมฤทธิ์ของการนำนโยบายที่เกี่ยวข้องกับการจัดสวัสดิการสังคมเพื่อความเสมอภาคของผู้สูงอายุไปปฏิบัติในจังหวัดขอนแก่น เป็นการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากผู้ให้ข้อมูลจำนวน 12 คน ด้วยการสัมภาษณ์เชิงลึกและการวิจัยจากเอกสาร และทำการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) กลไก และกระบวนการของหน่วยงานที่เกี่ยวข้องกับการนำนโยบายที่เกี่ยวข้องกับการจัดสวัสดิการสังคมเพื่อความเสมอภาคของผู้สูงอายุไปปฏิบัติมี 3 ระดับ ได้แก่ ระดับชาติ ระดับกระทรวงและระดับท้องถิ่น ที่มีปัญหาในการขับเคลื่อนงานด้านผู้สูงอายุเพราะเป็นการทำงานแบบแยกส่วนขาดการบูรณาการระหว่างหน่วยงานและมีความซ้ำซ้อน 2) ผลสัมฤทธิ์ของการนำนโยบายที่เกี่ยวข้องกับการจัดสวัสดิการสังคมของผู้สูงอายุไปปฏิบัติในจังหวัดขอนแก่น พบว่า ภาพรวมการดำเนินงานเป็นไปตามหลักความเสมอภาค โดยมีการจัดสวัสดิการทั้งในด้านสุขภาพอนามัย ด้านนันทนาการ ด้านการมีรายได้และการมีงานทำ และด้านการมีสังคมและชุมชน ทั้งนี้การจัดสวัสดิการสำหรับผู้สูงอายุควรเป็นไปตามหลักความเป็นธรรมทางสังคมและควรคำนึงถึงความสามารถของผู้สูงอายุ
