การกำกับดูแลแบบร่วมมือเพื่อการพัฒนาคุณภาพชีวิตระดับอำเภอ: กรณีศึกษาอำเภอแหลมสิงห์ จังหวัดจันทบุรี

บทคัดย่อ
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาบทบาทหน้าที่ของหน่วยงานที่เกี่ยวข้องในการดำเนินงาน คณะกรรมการพัฒนาคุณภาพชีวิตระดับอำเภอ (พชอ.) ระดับนโยบาย วิเคราะห์การกำกับดูแลแบบร่วมมือของ พชอ. ในพื้นที่อำเภอแหลมสิงห์ จังหวัดจันทบุรี ใช้การศึกษาเชิงคุณภาพ ผู้ให้ข้อมูลเป็นผู้รับผิดชอบดำเนินการ พชอ. ในสำนักบริหารยุทธศาสตร์สุขภาพดีวิถีชีวิตไทย (สสว.) คณะกรรมการพัฒนาคุณภาพชีวิตระดับอำเภอแหลมสิงห์ และประชาชนในพื้นที่อำเภอแหลมสิงห์ ใช้เครื่องมือเป็นแบบสอบถามกึ่งโครงสร้าง และแบบบันทึกพฤติกรรม ผลการศึกษาพบว่า สสว. มีบทบาทในการประสานกับหน่วยงานระดับกระทรวงเพื่อสร้างกลไกการบูรณาการระดับนโยบาย และมีการถ่ายทอดนโยบายสู่การปฏิบัติผ่าน 2 กระทรวงหลัก คือ กระทรวงมหาดไทย และกระทรวงสาธารณสุข โดย พชอ. แหลมสิงห์มีนายอำเภอเป็นประธาน และมีกรรมการจากภาคส่วนที่เกี่ยวข้องทั้งภาครัฐ เอกชน และประชาชน การบริหารจัดการแบบมีส่วนร่วมของภาคีเครือข่าย มีการกำหนดวิสัยทัศน์ร่วม สร้างความเชื่อมั่น และความเข้าใจร่วมกัน ตลอดจนแบ่งหน้าที่อย่างเป็นระบบ โดยในปี 2562 มีการแก้ไขปัญหา 2 ประเด็นคือ 1) การส่งเสริมสุขภาพทุกกลุ่มวัย และ 2) การดูแลผู้ด้อยโอกาส พบว่า ประชาชนในพื้นที่ได้รับการแก้ไขปัญหาคุณภาพชีวิตได้ตรงตามความต้องการซึ่งเป็นผลลัพธ์ระยะกลาง สอดคล้องกับแนวคิดการกำกับดูแลแบบร่วมมือ
