Collaborative Governance at the District-level for Quality of Life Development: A Case Study of Laem Sing District, Chanthaburi Province

Abstract

This study aimed to study roles of relevant agencies in policy-level of the district-level for quality of life development committee implementation, and to analyze collaborative governance and management of the District-level for Quality of Life Development Committee in Laem Sing district, Chanthaburi province by using qualitative study methods. The informant is responsible for the implementation at the District-level for Quality of Life Development Committee in Thailand Healthy Strategic Management Office, District-level for Quality of Life Development Committee in Laem Sing district, and people in Laem Sing district. The research used tools as a semi-structure questionnaire and behaviour record form. The result showed that Thailand Healthy Strategic Management Office had a role to coordinate with the ministry level to create a collaborative mechanism at the policy level. The policy was transferred to 2 main ministries, namely Ministry of Interior and Ministry of Public Health. The Laem Sing district for quality of life development committee had the mayor as the chairman and there were committee members from public, private and civil sectors. The management used participation of network partners with shared vision, trust building and shared understanding.  In 2019, there were 2 issues to be solved: 1) health promotion for all age groups and 2) caring for the underprivileged people. The study  found that people in the area received the quality of life solutions that meet the needs, which were intermediate outcome. The operation of Laem Sing district is in accordance with collaborative governance concept.
