People Council of Ing River Basin: Civil society dynamic in Natural Resource Management in Ing River Basin

Abstract

The research article on “People Council of Ing River Basin: Civil Society Dynamic in Natural Resource Management in Ing River Basin” are to study about 1) the history and role of Civil Society 2) the processes of capacity building for natural resource management of People Council of Ing River Basin (PCIR) and 3) and to develop strategies of PCIR for integrated natural resource management with community’s participation. The study area is Ing River Basin in Phayao and Chiang Rai Provinces.

It is found that the movement of civil society on natural resource management in the basin relates to the ecosystem changes, and the development in the tributaries of the Ing River from the Upper to Lower. None governmental organizations are the main mechanisms for collaboration with the civil society, governmental sectors, and LAOs. The processes of improving PCIR were 1) capacity building of PCIR, 2) developing a demonstration site on the management, 3) developing databases and information technology systems for the management, and 4) policy campaign on the management in local and national levels. The developing of strategies for the integrated management with people’s participation is based on the principle of local community’s participation and Sustainable Development Goals. The three strategies are the strategy on natural resource management, the strategy on community economic based on natural resources, and the strategy on society and participation.
