The purpose of this research was to develop and study the effectiveness of the physics curriculum by using an inquiry-based learning method to enhance critical thinking for secondary school students in grade 7, Kob High School, Cambodia. There were 4 steps as follows: Step 1) Studying fundamental data from the curriculum framework of general education and technical education of Cambodia (2016), documents, and research which involved curriculum development. Studying opinions, the needs of 3 experts, 7 school directors, 5 physics teachers, and 58 students were found to have demands for the development of this physics curriculum. Step 2: Curriculum development has 7 components: 1) Curriculum aims 2) Curriculum objectives 3) Course content 4) Course structure 5) Learning activities 6) Media and learning resources and 7) Measurement and Evaluation. The quality was determined by 5 experts to be consistent and appropriate at the highest level (M = 4.56, S.D.=0.29). Step 3: Implementation of the physics curriculum was applied to a sample group of 26 secondary school students at Kob High School, Cambodia, Semester 2, academic year 2023. It was found that the students had a good critical thinking level (M = 2.53, S.D. =0.19), learning outcomes in Physics after studying were higher than before studying with statistical significance at the 0.05 level, satisfaction of study at a high level (M = 4.26, S.D. =0.32). Step 4: Evaluate and develop the curriculum. It was found that the curriculum has 7 elements: 1) Curriculum aims 2) Curriculum objectives 3) Course content 4) Course structure 5) Learning activities 6) Media and learning resources and 7) Measurement and Evaluation that consist of six inquiry-based learning steps: 1) Defining a problem or asking a question 2) Setting a hypothesis 3) Designing an experiment to prove the hypothesis 4) Testing the hypothesis 5) Result and 6) Evaluation.
