Abstract

Japan is one of the country which has been focusing on art festivals for more
than 20 years. There are annually, biennale, triennial art festivals hold every year
in various places alternately. The art festivals were recognised from Japanese
peoples and from the international audiences. Some of them attracted more
than hundred thousands audiences in one period of time. This research aimed
to understand the basic of Niigata Water and Land Art Festival 2015 by means
of its organising process, for example; artists selection process, site selection process and cooperation from local peoples. The result found that Niigata is the
area with abundant lagoons all over. (gata means lagoon) The festival use this
characteristic as a subject for artists. The artists have to travel and learn from the
specific character of each site before creating work of arts. The artists sometimes
chosen the lagoons, abandoned buildings, residential buildings etc. Sometimes
local peoples even help or been a part of creating art works process. The audience has to travel through the certain characteristics of places thus helping gain the comprehension of Niigata as a place and appreciation of art works simultaneously
