Film Rating Board’s Amendment Guidelines for Ministerial Regulations (2009 A.D.) on Characteristics of Film Rating

Abstract
This qualitative research aims to study the problem situation of using of Ministerial Regulations (B.E. 2552) on Characteristics of Film Rating, and to provide guidelines to improve the issues. Survey method using closed-end and open-ended questions was conducted with 28 members of the Film Rating Board as the target group.
Findings revealed that many Film Rating Committee members did not clearly understand the ministerial regulations, with films rated 13+ and 15+ containing minimal differences, overlapping content and confusing language. To address these problems and improve situation, it should be organized to understand the ministerial regulations mutually, and to reduce reliance on personal feelings when making judgments, At the same time, films rated general audience are considered problem-free. Additionally, a Public Relations division affiliated with the Film and Video Bureau, Ministry of Culture, can help reduce the public's negative attitude towards the committee members.
